Wyoming Game and Fish doesn't set fire bans except on their own wildlife habitat management areas, so unless you talked to the local game warden, they likely would not know anything about that. Wheatland 3 is in Albany County, not Laramie County. Give Albany County a try. The lake is primarily surrounded by private and irrigation district lands but with public access to the lake. Regardless of fire conditions, I am almost positive you can't have fires on the easements on the private and irrigation lands. You would likely have to camp and have your fire on the limited BLM lands near the lake. You would have to check with BLM and Albany County about fire restrictions.
