This should help. For more info search thru their regulation on-line. Looks like an invasive species sticker is all you need provided you don't have a motor. Also, many states require unregistered craft to have the owners name, address and phone number written on the craft. Not sure about that for Wyoming, but it's a good idea in the event something happens.
Not sure what you were looking for. Most states do not require a special license/permit for non-motorized craft under some length, typically 17 ft or so. Wind powered is an exception.
I'm in Oregon right now and that's the case other than requiring I pay 7 for invasive species and have the unit inspected before launching on Oregon waters.
