Northern Water to Hold Open House on NISP Mitigation Plan

BERTHOUD – Northern Water will hold a public open house on the Northern Integrated Supply Project Fish and Wildlife Mitigation and Enhancement Plan that was recently proposed to the Colorado Parks and Wildlife Commission.

The open house will be held Tuesday, June 27, from 4 to 7:30 p.m. at The Ranch First National Bank Building located at 5280 Arena Circle in Loveland, CO.

On June 9, 2017, Northern Water proposed a mitigation and enhancement plan to CPW that addresses fish and wildlife effects raised during the 13-year federal permitting process. Key mitigation and enhancement measures include:

Operating NISP to provide year-round minimum streamflows through Fort Collins
Operating NISP to avoid impacts to peak flows during most runoff seasons
Constructing bypass structures at four diversion dams allowing fish migration upstream and downstream and constructing stream and habitat improvements
Establishing and maintaining a recreational fishery at Glade Reservoir
Purchasing and conserving land around Glade Reservoir for wildlife habitat

Northern Water staff will be available to answer questions and discuss the mitigation and enhancement plan specifics at the Open House. In addition, CPW staff will be available to receive public comment on the plan.

Colorado state law requires that an applicant for a water project requiring a federal permit mitigate the impacts to the extent and in a manner that is economically reasonable and maintains a balance between the development of the state’s water resources and the protection of the state’s fish and wildlife resources.

For NISP, the U.S. Army Corps of Engineers is the lead federal agency for the National Environmental Policy Act process that began in 2004. A final Environmental Impact Statement is anticipated to be completed within the next year.
