I do not have a fish finder, but I'd have to say....maybe? I know SOMETHING small has been tearing my worms apart out there, but I can't get a hook in them.

I've seen some kind of baitfish schools along the dam face, but I can't tell what they are. Just the flash of silver. Whatever they are they're only about an inch long....and run from lures. Could be juvenile anything or just common minnows though, as I've not been able to get a good look at them. The water is a bit murky for a good ID on them. Someone with a boat and good electronics might have better info honestly.

I can say this though. I've been there different times of day and have yet to see the wipers busting anything up top so maybe not?
