Can you use them at Williams fork, green mountian, wolford?

I don't know but im sure the fishing regs would know. Quick download or get a hard copy from any sporting store.

So I was able to talk to a parka and wildlife officer from hot sulfur ranger station. He said they are legal to use. I obviously saved his message.

They are not considered "fish" so yes they are legal to use above 7k.
They are considered aquatic salamanders (forget the technical name) and there are restrictions on size as well as specific types and specific waters.
They are something you would prolly want to have a reciept handy for if contacted.
If you collect them yourself, know some are not legal to use as bait. Some are even protected species.

Im sure you are aware that fish mortality can be greatly increased especially when not actively fishing baits like this. Its also frowned upon by a large number of anglers because of that.
