I'm assuming this is the date for boating. Are canoes currently allowed?

Yes, the same rules that were in effect last year are currently in effect. No motors electric or gas just self propelled boats, toons and tubes powered with fins or oars/paddles.
From May 1 on, ANS inspectors will be inspecting all craft with either electric or gas engines.

From DW website:
Boating: Effective May 1, 2018, the boat ramps will be open for aquatic nuisance species inspections for motorized boating. All watercraft that is trailered, and gas, diesel and electric-powered will need to be inspected at the boat ramps.

Fishing: The bag and possession limit for trout is two. Check the Colorado Parks and Wildlife 2018 Colorado Fishing guide for more information.
