A family member hiked the trail today and the sign was not there. I guess its open for now thanks to the recent rain? The parking lot is also under construction and the closest parking would be the park.

The town council has OPENED the trail. They figured it was unfair to outdoorspeople to keep it closed, Although the fences and signs are down you are NOT allowed to fish Lower Reservoir. He explained every time they put up signs and fences, people tear them down. They do not want fishing in there because the purifier is located there and the lead and tackle tend to jam it up.
So bottom line, enjoy your hike and fishing at Upper.. it is a beautiful little reservoir.
yes. it's actually a service road for the town of Palmer Lake and the CPW but there is a gate so no one else can drive on it. So other than the 1st quarter mile or so at the trailhead it's a dirt road. Here are some pics of Upper.
I was up there last year and here comes a guy in his 80's riding his bike. Dark tan/hardly worked up a sweat and says he does it every day. He was in a heck of a lot better shape than I and most people I know. You may run into him. As far as the fishing it stunk. Cool place for a hike and a picnic or a nap.
