State fishing license is required and needs to be purchased before visiting the lake. Though Lower Otay is known for the Toad Bass that come from it, its even more known to its frequent visitors for its larger than large Blue Catfish. This lake is open to boating and fishing from January to September, rental boats are available. Private Boats need to pay a launch fee, and must adhere to state regu...
