Bass will be tough to come by on most days. Poway is not really known for its bass. If you want to try for them, a great place to start is with a wacky rigged senko worm or similar.
I would suggest night fishing there if you can. Poway will open for nights the beginning of July. If you cannot go at night or wont be around when night fishing opens, you best bet for trout is using powerbait with a power worm on the end.
Catfish were just stocked last week, cut bait and chicken liver will work best. Bluegill will always bite on meal worms and wax worms, suspend them using a bobber in 5-20 feet of water, worms and small jigs worm next best.
By the way you don't need a state license to fish there anymore. Hope this helps.
